Who is the real power behind the front/president of CTA? Beverly Tucker, head
counsel. How does she maintain her power? Apparently she helps local affiliate
officials hide their mistakes, gaining their loyalty. Then she helps them rise in
the organization.
In 2001, I had no idea that this was true. When teachers at my school
committed crimes, and then tried to silence me by making false claims (see Linda
Watson and Allen Smith reports), I assumed that CTA would step in and set
things right. Instead, Beverly Tucker helped them cover up the wrongdoing of
CTA local leaders Gina Boyd and Jim Groth.

OPINION
SWAGER, J.—The Governing Board of the San Leandro Unified School District, the San Leandro
Unified School District (District), District Superintendent Christine Lim, and Assistant Superintendent
Mike Martinez (collectively referred to as appellants) appeal the trial court's order granting the
petition for peremptory writ of mandate brought by the San Leandro Teachers Association (SLTA)
and the California Teachers Association (CTA) (collectively referred to as respondents), prohibiting
appellants “from restricting the content of communications by SLTA placed in the District's
mailboxes.” Appellants also appeal the order granting respondents' motion for attorney fees. 1 We
reverse.
Why did two teachers
tell CVESD assistant
superintendent Richard
Werlin that they feared
that teacher Maura
Larkins might kill
them?
Obviously, either the
two teachers were
crazy, or they were
lying, or there was a
dangerous teacher on
campus.
Yet the school district
never conducted an
investigation, and the
teachers union
president Gina Boyd
made it clear she didn't
want an investigation
either.
CTA head counsel
Beverly Tucker spent
lots of teacher dues to
cover up the entire
episode.
Were lives ever at
stake? How
dangerously
incompetent and/or
corrupt was the district
and the teachers union?
According to the sworn
testimony of these two
teachers
(Jo Ellen Hamilton and
Linda Watson)
and others, the
accusation was false,
designed to get rid of a
teacher against whom
they had strong
competitive urges.
Maura Larkins was the
second bilingual
teacher the Castle
Park Elementary staff
(later calling itself the
"Castle Park Family")
had gotten rid of in a
period of six
years--out of only four
bilingual positions on
the Castle Park
Elementary staff.
The teachers were so
hostile to the idea of
having bilingual
teachers on campus
that the district
actually paid taxpayer
dollars to consultant
Peter Barron Stark to
conduct a training on
how to conduct a staff
meeting without
endless screaming.
This was cheap, I'm
sure, compared to the
$100,000s the district
eventually ended up
paying to lawyers to
cover up the
wrongdoing of the
"Castle Park Family."
